Fix network stream tests

* test/lisp/net/network-stream-tests.el
(make-ipv6-tcp-server-with-unspecified-port): Skip if IPv6 is not available.
(make-ipv6-tcp-server-with-specified-port): Likewise.
(echo-server-with-local-ipv6): Likewise.
